TEXAS COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM

The City of Smithville will hold a public hearing at 5:05 pm on March 9th, 2026, at the Smithville City Hall located at 317 Main Street, Smithville, Texas regarding the submission of an application(s) to the Texas Department of Agriculture for a Texas Community Development Block Grant Program (TxCDBG) grant. The purpose of this meeting is to allow citizens an opportunity to discuss the citizen participation plan, the development of local housing and community development needs, the amount of TxCDBG funding available, all eligible TxCDBG activities, and the use of past TxCDBG funds.  The city encourages citizens to participate in the development of this TxCDBG application(s) and to make their views known at this public hearing.  Citizens unable to attend this meeting may submit their views and proposals to Jennifer Lynch, City Secretary, at the Smithville City Hall. Persons with disabilities that wish to attend this meeting should contact City Hall to arrange for assistance.  Individuals who require auxiliary aids or services for this meeting should contact the city at least two days before the meeting so that appropriate arrangements can be made. We're excited to announce that, effective March 1, 2026, Texas Disposal Systems (TDS), a group of locally owned and managed companies, will be the new Solid Waste and Recycling Services provider for the City of Smithville. TDS services will begin the first full week of March, starting March 4. Please note that your current trash and recycling pickup days may be changing. For specific details on your new schedule, please reference pages 2-4 of the attached document. The last collection with your current service provider will take place from February 23, 2026, through February 27, 2026. On your current pickup day that week, please remember to leave your old carts at the curb to be collected. We're here to make this transition smooth and easy for you!

At its January meeting in Houston, the Texas Historical Commission (THC) welcomed Smithville and 23 other Texas communities into the THC’s First Street initiative.

First Street enables communities to connect with THC programs and services, develop peer networks, identify local opportunities, and share best practices for downtown management.

Smithville’s participation in the First Street Initiative will support ongoing efforts to strengthen the community’s historic downtown by focusing on our unique assets and community priorities. Local leaders plan to use the program’s training and peer network to advance projects such as brief local priority, e.g., façade improvements, small business support, public space activation, wayfinding, or events. Additional details about upcoming opportunities for community involvement will be announced by the City of Smithville as they are developed.

Smithville joined Aledo, Allen, Brownsboro, Caddo Mills, Castroville, Cleburne, Cleveland, Dumas, Fort Davis, the Handley neighborhood of Fort Worth, Glen Rose, Grand Prairie, Hondo, Hughes Springs, Mansfield, Mercedes, Port Lavaca, Post, Rhome, Richmond, San Benito, the Silk Road Cultural Heritage District in San Antonio, and Wills Point.

The First Street Initiative provides free educational and networking opportunities for downtown districts and urban neighborhoods interested in community revitalization and view historic preservation as a priority. First Street participants that are interested and eligible may pursue entry to the THC’s Texas Main Street Program, part of the nationally recognized Main Street America initiative.

Information about your Drinking Water

The sources of drinking water (both tap water and bottled water) include rivers, lakes, streams, ponds, reservoirs, springs, and wells.  As water travels over the surface of the land or through the ground, it dissolves naturally-occurring minerals and, in some cases, radioactive material, and can pick up substances resulting from the presence of animals or from human activity.

Drinking water, including bottled water, may reasonably be expected to contain at least small amounts of some contaminants.  The presence of contaminants does not necessarily indicate that water poses a health risk.  More information about contaminants and potential health effects can be obtained by calling the EPA's Safe Drinking Water Hotline at (800) 426-4791.

Contaminants that may be present in source water include:

-    Microbial contaminants, such as viruses and bacteria, which may come from sewage treatment plants, septic systems, agricultural livestock operations, and wildlife.

-    Inorganic contaminants, such as salts and metals, which can be naturally-occurring or result from urban storm water runoff, industrial or domestic wastewater discharges, oil and gas production, mining, or farming.

-    Pesticides and herbicides, which may come from a variety of sources such as agriculture, urban storm water runoff, and residential uses.

-    Organic chemical contaminants, including synthetic and volatile organic chemicals, which are by-products of industrial processes and petroleum production, and can also come from gas stations, urban storm water runoff, and septic systems.

-    Radioactive contaminants, which can be naturally-occurring or be the result of oil and gas production and mining activities.

In order to ensure that tap water is safe to drink, EPA prescribes regulations which limit the amount of certain contaminants in water provided by public water systems. FDA regulations establish limits for contaminants in bottled water which must provide the same protection for public health.

Contaminants may be found in drinking water that may cause taste, color, or odor problems.  These types of problems are not necessarily causes for health concerns.  For more information on taste, odor, or color of drinking water, please contact the system's business office.

You may be more vulnerable than the general population to certain microbial contaminants, such as Cryptosporidium, in drinking water.  Infants, some elderly, or immunocompromised persons such as those undergoing chemotherapy for cancer; persons who have undergone organ transplants; those who are undergoing treatment with steroids; and people with HIV/AIDS or other immune system disorders, can be particularly at risk from infections. You should seek advice about drinking water from your physician or health care providers.  Additional guidelines on appropriate means to lessen the risk of infection by Cryptosporidium are available from the Safe Drinking Water Hotline (800-426-4791). 

If present, elevated levels of lead can cause serious health problems, especially for pregnant women and young children. Lead in drinking water is primarily from materials and components associated with service lines and home plumbing. We are responsible for providing high quality drinking water, but we cannot control the variety of materials used in plumbing components. When your water has been sitting for several hours, you can minimize the potential for lead exposure by flushing your tap for 30 seconds to 2 minutes before using water for drinking or cooking. If you are concerned about lead in your water, you may wish to have your water tested. Information on lead in drinking water, testing methods, and steps you can take to minimize exposure is available from the Safe Drinking Water Hotline or at http://www.epa.gov/safewater/lead.

Information about Source Water

TCEQ completed an assessment of your source water, and the results indicate that some of our sources are susceptible to certain contaminants. The sampling requirements for your water system is based on this susceptibility and previous sample data. Any detections of these contaminants will be found in this Consumer Confidence Report. You are invited to participate in our public meetings and voice your concerns about your drinking water at our monthly City Council meetings. The City of Smithville offers several ways for residents to volunteer their time, energy, and talents.

The Smithville Public Library and Friends of the Library often need help with a wide variety of programs from Little Bookworms and the Summer Reading Club to re-shelving and straightening books, or creating library displays. Contact Judy Bergeron for more information: 512 237 3282 x 6.
